Osvaldo César Guglielmino served as a federal judge of the Argentine Republic for thirteen years, with jurisdiction over administrative litigation matters. He is among the most respected administrative law scholars in Argentina and Latin America.

In 2004 he was appointed Attorney General of the Argentine Treasury (Procurador del Tesoro de la Nación), the office that leads the State's legal corps and represents the Argentine Republic in proceedings brought before international bodies.

His tenure coincided with the largest wave of investment arbitrations ever filed against Argentina. At that time, the country accounted for approximately 50% of all claims worldwide under the ICSID Convention. Under his leadership, the Office of the Attorney General of the Treasury assumed direct defense through its own legal corps, becoming, in practice, the most active law office in the world in investment arbitrations.

Osvaldo led Argentina's defense in more than fifty investment arbitrations under different rules (ICSID, UNCITRAL, ICC and ad-hoc). During his tenure, claims against the Argentine Republic in investment arbitrations were reduced by between USD 33 billion and USD 43 billion, depending on the applicable interest rate.

He chaired the Arbitration Defense Assistance Unit (UN.A.D.AR), a body composed of representatives of the Ministry of Economy and Production, the Ministry of Foreign Affairs, International Trade and Worship, and the Ministry of Federal Planning, Public Investment and Services, created to develop strategies and guidelines in arbitrations brought under bilateral treaties for the promotion and reciprocal protection of investments.

He advised the Argentine State on international arbitration matters discussed within the United Nations Commission on International Trade Law (UNCITRAL) and UNASUR. In parallel, he advised and represented Argentina before the Organisation for Economic Co-operation and Development (OECD) on international arbitration matters.

Drawing on his experience in international investment law, he participated in the analysis and discussion of several bilateral investment treaties, a number of which are currently in force for the Argentine Republic. In 2013 he was appointed Commissioner of the Citizen Audit Commission of the Treaties on Reciprocal Protection of Investments and the International Arbitration System on Investment Matters (CAITISA) of the Republic of Ecuador.

Osvaldo has also served as arbitrator in international proceedings administered by the Permanent Court of Arbitration in The Hague.

He teaches at the undergraduate and graduate levels at several Argentine universities in public law, administrative law, regulatory law and arbitration. He served as President and Professor of the School of State Lawyers (Escuela de Abogados del Estado). He has published articles and lectured extensively on public law, public international law, investment law, and the defense of States before international tribunals.
